Road Accidents

So, our president is in his "open presidency"...the theme is "road accidents", one of the greatest catastrophes in Portugal...he came to the conclusion that the lack of civic behaviour in the road is the main cause of the accidents....I think so too, and i add the lack of responsibility of the drivers...i remember an article in Expresso,2/04/05...the article was about a deadly accident in EN103...main reason for it : "the road is too good"....what does this mean?I really don't know,but I know that is always somebody/something elses fault,never "ours"... this is the portuguese way...
